No excuse for not enacting a state budget

From the man who lied from his first minute in office, we expect more? There has to be a modicum of good faith for negotiation to take place. Gov. Bevin has, to the amazement of all, already squandered his with strong arm tactics, intransigence and general bad faith.  The Herald-Leader op-ed is right.  Much could be done and with ease if someone had a lick of political intelligence and could be forced to can his very bad Scott Walker impersonation.

From where we sit, the impasse over the state budget looks as if it could be easily resolved.
